Properties in unincorporated Hillsborough County - which includes much of Brandon, Riverview, Lutz, and Valrico - go through Hillsborough County Development Services. Temple Terrace and Plant City run their own departments. Plenty of addresses with a Tampa mailing address are not in the city, and submitting to the wrong office is a common source of delay. Confirm the jurisdiction before anything else.
